Regionally Significant Routes Management Study

Client:  Pinal County
Location: 
Pinal County, Arizona

Lima & Associates worked with Pinal County and a Technical Advisory Committee (TAC) to prepare a County Regionally Significant Routes for Safety and Mobility (RSRSM) Plan to ensure mobility and safety in cooperation with federal, state, and tribal governments, and county, local, and private stakeholders. A Technical Memorandum documented background information including policies, legal issues, and classifications standards. Lima also worked with the County and local jurisdictions to develop an early alert system, focusing on high priority corridors in order to preserve corridors. Lima developed future traffic forecasts for the routes using the TransCAD model the firm developed for the 2005 Pinal County Small Area Transportation Study. In addition, Lima defined RSRSM characteristics and classification standards and began to evaluate locations of RSRs and identify constraints. An implementation process was developed and a policy document, access management manual, and access management tool kit were produced. Stakeholder workshops were held to gather input policies, legal issues, classifications standards, and implementation process. Presentations were made to the Board of Supervisors and public meetings were held. A draft final report was prepared. Additionally, Lima & Associates enhanced Pinal County’s existing travel demand model by providing a fully functional model developed in the TransCAD environment that is capable of producing traffic volumes for base year 2006 and horizon year 2030.

Lima & Associates enhanced Pinal County’s existing travel demand model by providing a fully functional model developed in the TransCAD environment that is capable of producing traffic volumes for base year 2006 and horizon year 2030. A new TAZ structure was defined utilizing TAZ structures from the various Pinal County jurisdictions, natural boundaries, roadways, and a one square-mile grid for county areas and the Ak-Chin Indian Community. The existing 2006 and 2030 model networks and socioeconomic data were revised, trip generation prepared, and model runs performed and analyzed. Finally, a TransCAD model executable was developed to create and store scenarios for evaluation.


2005 - 2006 Coolidge-Florence Regional Transportation Study  

Client:  City of Coolidge and Town of Florence
Location:  Coolidge, Arizona and Florence, Arizona 

Lima & Associates conducted a regional transportation study comprised of the planning areas for the City of Coolidge and Florence, Arizona. The multimodal transportation study was carried out under the guidance of a Technical Advisory Committee (TAC) as an integrated Technical/Public Involvement Process. The existing and future socioeconomic and multimodal transportation conditions were analyzed to identify deficiencies and needs. Working with stakeholders, issues were defined along with a transportation vision working with the TAC and holding one-on-one meetings with key stakeholders. Open houses were held in the City of Coolidge and Town of Florence to present the issues and the evaluation of existing and future conditions and draft plans. Final reports and executive summaries were prepared for the City of Coolidge and Town of Florence describing the regional component, short-, mid-, and long-range regional transportation plans; transit elements; and implementation program to guide day-to-day implementation of the regional transportation plan and transportation plans for the City of Coolidge/Town of Florence.

Flagstaff Urban Mobility Study

Flagstaff, Arizona

Lima & Associates served as prime consultant for this major study co-sponsored by the Arizona Department of Transportation (ADOT) and the Flagstaff Metropolitan Planning Organization (FMPO).  This study focused on two major corridors in the Flagstaff area:  Milton Road (SR 89A) and West Route 66.  The Consultant Team, together with key personnel from the City of Flagstaff, Coconino County, ADOT Central Office, and ADOT's Flagstaff Engineering district developed a study work plan and mission statement.  An extensive public participation process was conducted including focus groups, a Future Search Conference, Open Houses, a Planning Charette, and individual meetings with area stakeholders.  Through the public participation process, the Consultant Team identified major transportation issues and vision for Flagstaff area corridors and developed regional mobility and access control strategies.  The Consultant Team then analyzed alternatives, recommended facility concepts, and developed implementation guidelines.
