Adot Programming Process

Lima & Associates expanded and adjusted the previously established prioritization-ranking scheme to account for additional programming requirements during the upcoming programming cycle. Possible additions to the ranking methodology, such as environmental factors and economic impact analysis, were identified and incorporated. Upon completion of these updates, project prioritization was conducted. This included researching new data items needed, updating the ranking methodology, collecting new data items needed, performing additional calculations such as level of service and cost, summarizing data, defining ranking weights, running the prioritization, and ranking major projects for programming.


Priority Programming Manual  

Client:  Arizona Department of Transportation
Location:  Arizona Statewide

Lima & Associates prepared an ADOT priority programming manual to be a guide for the annual development the Five-Year Transportation Facilities Construction Program and to effectively communicate the priority programming process to stakeholders. The current state and federal regulations and policies related to priority programming were documented. Also, other related planning and project development activities such as MoveAZ and current scoping procedures were reviewed. Lima documented the current priority programming process and products, including a description of the overall process and project selection methodology, a flow chart, and an annual schedule.

Identification And Analysis Of Low Volume Dirt Roads On-Call Candidate Assessment Report  

Client:  Maricopa County
Location:  Maricopa County, Arizona

Lima & Associates reviewed GIS data provided by the Maricopa County Department of Transportation (MCDOT) and identified items needed for the new dirt road database. Evaluation criteria for paving a dirt road were identified through coordination with MCDOT. Next, Lima & Associates designed the database structure for the new dirt road database in ArcGIS 9.0 and created a geodatabase to house the new dirt road dataset. Areas where at least 15 homes access a dirt road were identified using aerial imagery, and then these dirt roads were added to the dataset. The database was then populated with evaluation data for each dirt road. A matrix displaying the project evaluation criteria was created in MS Access, and a map book setup was created to view the county area divided into sections. Finally, a Candidate Assessment Report (CAR) was prepared documenting the results of the study.
